About Joyce Rancani

EncapCyber is a women- and Latina-owned organization led by Joyce Rancani, a recognized Global and Enterprise Cybersecurity Expert. Mrs. Rancani brings more than three decades of expertise in designing, testing, and delivering comprehensive cybersecurity integration solutions across sectors such as the Department of Defense supporting the Coast Guard and Navy (Lockheed Martin and L-3 Harris), Telecommunications and Mobile (Comcast), and Healthcare and Pharmacy (CVS Health).

Most recently, Mrs. Rancani led the redesign of secure development lifecycle transitioning from DevSecOps to DevSecMLAIOps to integrate an intelligent AI agent for policy-as-code, predictive, and continuous security compliance monitoring that provides outcome-driven security that supports mission-critical resilience.

Past Performance

At CVS Health, a Fortune 6 company, Mrs. Rancani served as the Executive Director of Cybersecurity Engineering leading the seven security domains including vulnerability management, penetration testing, secure application development, mobile security, data protection, network security, and endpoint protection. Mrs. Rancani delivered 98% reduction in critical risks on edge systems reducing the attack surface. She also led the digital transformation effort to modernize, standardize and deprecate point IT and security products for $36M in cost savings, with projected savings growing to $47M. Mrs. Rancani performed secure endpoint and data protection on over one million endpoints to support the availability of the entire CVS Health infrastructure on-prem and cloud.

Automated security and privacy controls into CI/CD pipelines to eliminate configuration drift, ensure delivery of secure products and validate compliance with regulatory standards.

At Comcast, Mrs. Rancani served as the Senior Director of Cybersecurity Engineering, where she built the end-to-end cybersecurity program for Xfinity Mobile before IPO launch, embedding security into the product lifecycle from design through deployment. Mrs. Rancani partnered with architects, engineers, and executives to threat-model risks, harden infrastructure, secure APIs, train developers, and continuously test the attack surface. While competitors have faced high-profile breaches, Xfinity Mobile has remained secure.

At L3-Harris, Mrs. Rancani served as the Senior Manager of Cybersecurity Engineering, leading cybersecurity engineering efforts including vulnerability scanning, patching, secure configuration management and risk reporting for the communication systems on the Coast Guard National Security Cutters (WMSL-750-753) and Fast Response Cutters. Mrs. Rancani collaborated with naval ship architects to integrate security requirements into the design specifications for the new Navy Ship-to-Shore Connector vessel. Mrs. Rancani designed and delivered secure development training, penetration testing programs, and lifecycle security strategies that empowered Navy engineers to build and maintain secure and resilient systems. Mrs. Rancani also performed assessment and authorization efforts for a successful Authority to Operate for the Navy High-Security Firewalls.

At Lockheed Martin, Mrs. Rancani secured complex environments including designing computer labs, cabling network closets, running fiber under raised floors, and ultimately segmenting the test and production environments. She also led security engineers to perform security hardening, patching shipboard systems, and deploying security equipment on Coast Guard National Security Cutters (WMSL-750-752).

Mrs. Rancani has Bachelor of Science in Cybersecurity from Drexel University and a Master of Sciencein Cybersecurity and Privacy Law from Drexel University Kline School of Law. She also has a Privacy Engineering certification from Carnegie Mellon University.

Mrs. Rancani serves as a Board member on the Society of Information Managers – Central Florida (SIM-CFL) and AFCEA Orlando. Joyce is also a member of Women in Defense, Latinos in Tech, Women in Tech and Latinas in Tech.
